Create SQLite cache for Portal responses. Use with evmPortalSource to cache Portal API responses locally. 
portalSqliteCache(config: { path: string }): PortalCache
Example:

import { evmPortalSource } from "@subsquid/pipes/evm";

Import from @subsquid/pipes/portal-cache/node instead of @subsquid/pipes/portal-cache.
